Bug#991135: WiFi start is delayed by 5 minutes and networking-routes.service/start deleted to break ordering cycle

Package: systemd
Version: 247.3-5
Reproduce:
1) Boot the computer.
2) Have no WiFi approximately 5 minutes long.
3) Have WiFi after 5 minutes.
It doesn't matter whether WiFi is tested from gnome or from tty.  My network is configured via interfaces (not via NetworkManager).
I have a PCE-AX3000 card and use an up-to-date Debian 11 “Bullseye” with firmware-iwlwifi. The bugs has existed since the fresh installation in January 2021 with all the current kernels so far.
$ cat /etc/network/interfaces # This file describes the network interfaces available on your system # and how to activate them. For more information, see interfaces(5).
source /etc/network/interfaces.d/*
# The loopback network interface auto lo iface lo inet loopback
## The primary network interface allow-hotplug wlp179s0 iface wlp179s0 inet dhcp ## This is an autoconfigured IPv6 interface iface wlp179s0 inet6 auto wpa-ssid o2-WLAN00 wpa-psk AnonymizedPassword
## detect wired interfaces when they become available allow-hotplug enp6s0 enp7s0
# raise the wireless interface as primary auto wlp179s0

How to debug this further? (I don't wish to clutter this bug report with tons of potentially unrelated logs; please advise.)
