So, systemd-udevd is not trying to read from acpi-cpufreq, but the 
acpi-cpufreq kernel module is  attempted to be loaded, afaics
The message you see is from libkmod used in
https://salsa.debian.org/systemd-team/systemd/-/blob/debian/master/src/shared/module-util.c#L34
I wouldn't consider this a bug in systemd though.

Can you provide a journal log after a fresh reboot showing the problem 
(journalctl -alb as root).
