The file you have mentioned is not originated by any Debian package.
Where did it come from?

It is -not- installed by an older rpcbind package, and I could not
find any other package installing such a file.

rpcbind installs its own tmpfiles config into
  /usr/lib/tmpfiles.d/rpcbind.conf
And its contents is a lot simpler, too:
  https://sources.debian.org/src/rpcbind/1.2.5-0.3+deb10u1/debian/rpcbind.tmpfile/
