This is not systemd specific, only udev.

This sounds quite drastic. I would assume the affected packages still 
work (mostly) fine and only certain functionality would be affected.

Use libudev to enumerate and watch for devices.

Some DEs also provide higher level abstractions like udisks or GIO, 
which one could use.
