Bug#995990: systemctl --now flag has no effect in two circumstances

The LTS team has no interest in fixing this IMHO major usage bug on the 
init system?

Since we didn't see this earlier among user user base, chances are high 
that it has been caused by the last package update (security repo) from 
08 Jul 2021.

I'll try to verify this by pulling an earlier package from the regular 
repo and compare the behaviour with other architectures.
