Let me add here, that in 247.9-2, no maintainer scripts were added or 
changed manually.

I just diffed the generated maintscript/control files, and they do 
indeed differ. This is not under  my control  though

dpkg-maintscript-helper rm_conffile. Code that was generated by 
debhelper/dh_installdeb.

So is this maybe a debhelper issue?
Fwiw, I've never heard of remove-on-upgrade before.
