Please file this bug report against netplan.io.

I have no idea how it configures your network and what it does.
(and why it enabled systemd-networkd-wait-online.service).
The netplan.io maintainers can probably help you better debug netplan.io 
related issues.
If the netplan.io maintainers think there is a valid bug in 
systemd-networkd-wait-online, they can reassign this to systemd.
