The systemctl man page says that
--boot-loader-entry=ID
"...Note that not all boot loaders support this functionality."
I'm not sure if grub supports this functionality or if you need
systemd-boot. That said, if you claim that 252.1-1 was working with
grub, it is possible, that there is a regression somewhere

As you see, there are some boot related changes between .1 and .3
Your best bet is probably to file this issue upstream at
https://github.com/systemd/systemd/issues/new
