One more thought: dbus-broker, which is an alternative dbus
implementation which provides dbus-system-bus, has a Depends:
systemd-sysv. So by bumping the Recommends to Depends we'd create a
dependency cycle. Such dependency cycles are strictly discouraged
though, as they can lead to unpredictable upgrade orderings/results.
