We have the installer which does the right thing (TM), and then we have
tasks (and recommends to note what's needed at an even lower level). If
someone is re-implementing their own installer from basic pieces
without looking at any of these, IMHO it's their problem to solve - and
it's pretty simple to do so, as we provide all the pieces and hints
already.
I don't think we should make legitimate use cases impossible to set up
just to facilitate custom, unsupported and incomplete setups. Putting
together an image without a system bus is legitimate and useful.
