Looking at that file, I don't see any file from /etc/udev being processed:

"grep rules udevInfo" only turns up files from /usr/lib/udev/rules.d


Are you sure you have a custom udev rules file in /etc/udev/rules.d ?

Could you attach your custom udev rules file (with the exact name).
Where exactly is this file stored (full path)
