Have you verified this is the case?

timesyncd should use either NTP servers obtained from DHCP or such or
use the built-in FallbackNTP if no other FallbackNTP is specified in
timesyncd.conf:

| [...] If this option is not given, a compiled-in list of NTP servers
| is used.
