Bug#1002925: systemd-cron: please add support for cron.yearly

I have no power there... when I beg for something in 2014 it gets
eventually done in 2022.

I would also like to have a binary "crontab" splitted out of "src:cronie";
to avoid to have to manage this, but not enough will negotiate for it.
