Bug#1012738: systemd FTBFS with stage1 profile

Source: systemd
Version: 251.2-5
Severity: important

systemd fails to build from source when given the stage1 build profile.
It fails to find files relevant to systemd-homed and systemd-userdbd.
Looking at debian/rules, I think that they should not be part of stage1
and adding the profile declaration was simply an omission when splitting
them off the main systemd package. As such, I propose adding the
relevant profile annotations. Doing so makes the stage1 build succeed.
Please consider applying the attached patch.
