The default boot loader in Debian is grub2, this hasn't changed.
To use systemd-boot, you needed to manually set it up.

So if you don't know whether you are using systemd-boot, you are not 
using systemd-boot.

To me the NEWS entry is pretty clear. That said, feel free to propose a 
changed/modified text via a MR.
