Yeah, I think the idea was to have the change in testing for as many
months as possible to ensure it's ok.

I can do the merge and upload, but I believe you had some reservations
regarding DPKG_ROOT as a concept, Michael?
To me it seems fine, and it matches the behaviour of all systemd's
tools very well (--root switch).
