No I don't know how to check the news entry. I like most normal users just run apt update/upgrade. IMO if the goal is to split resolved off to its own package then that package needs to be installed automatically during the update that removes the existing implementation. Assuming everyone is going to know they need to deliberately install a new separate package is going to cause a lot of headaches.
