I do hope, you did not cross-upgrade from Ubuntu to Debian, since that 
is not supported.

I can't reproduce the problem.
So in case you still encounter the problem, it would be best if you file 
this upstream at
https://github.com/systemd/systemd/issues
after upgrading to the latest version of systemd.
