"Use 'systemd-analyze cat-config systemd/logind.conf' to display the full 
config." is stated in logind.conf ... which implies that the main file and the 
(various) file snippets are `cat`-ed together.

So when things didn't work, I thought that maybe it got confused by having 2 
"[Login]" header sections and thus I tried removing that as it would still end 
up under the original "[Login]" header (after `cat`).

Keep in mind that if you already know the right answer, it becomes easy to 
reason back and conclude correctly what the documentation was intended to mean 
(iow you have the right context). If you don't know the right answer (yet), 
then it becomes more difficult to interpret things the correct way.
