Ok, so it does not look like a configuration issue i.e.
HandlePowerKeyLongPress=shutdown' is *not* interpreted as short.

It's rather that the detection and distinction of long and short key 
presses doesn't work reliably.

Might be a hardware limitation / hardware related bug.

In any case, since Debian doesn't ship any patches in that regard, 
please file this issue upstream at 
https://github.com/systemd/systemd/issues and report back with the issue 
number.
