Bug#1041540: udev: Failed to get cgroup, ignoring: No medium found

Package: udev
Version: 254~rc2-3

On boot I see the following message, which seems to come from udev in
the initramfs (see src/udev/udevd.c):

Failed to get cgroup, ignoring: No medium found

Obviously systemd is not running yet which could explain the complaint,
but to an unsuspecting user the ENOMEDIUM error code is not very
comprehensible.
