The addition of systemd-executor breaks dracut in a bad way.
It generates an unbootable initrd.

Filing with RC severity to notify users and to prevent testing
migration.

We should add a (versioned) Breaks against dracut to ensure that dracut
users do not end up with an unbootable system.
