Bug#1056166: systemd-homed: `passwd` fails

Dear Maintainer,
In a minimal Debian installation, `systemd-homed` breaks `passwd`.
Just run these commands:
```
$ sudo -sE
$ debootstrap unstable unstable-dir
$ chroot unstable-dir
$ apt install systemd-homed
$ passwd
passwd: Authentication token manipulation error
passwd: password unchanged
```
I'm certain this isn't a quirk of the chroot installation, I first found this issue on Raspbian installed on actual hardware, version bookworm.
