To mitigate this issue for the time being, I suggest we simply remove
/usr/lib/kernel/install.d/60-ukify.install from the systemd package (or
ship in /usr/share/doc/systemd/examples, so users could copy it to
/etc/kernel/install.d/)
Splitting off systemd-ukify turns out to be a larger change and with the
/usr merge change going on, maybe something we want to avoid/postpone.
