I logged the netconsole output again and it looks to me that is passes the udev script in init-top/udev.
It tries to mount the luks-encrypted root partition, but without a possibility to enter a passphrase this will fail.
Losing patience I copied the drive and reinstalled.
After upgrade to sid the freezes returned.
Using snapshot.debian.org I installed the 6.3 kernel but it doesn't help.
The 6.1 kernel works without problems and nvidia-driver installed.
After purging the nvidia stuff I could boot with the 6.4 kernel.
So to boot I can either use the 6.1 kernel and the proprietary nvidia-driver
or go to nouveau and use newer kernels.
The first netconsole is with the freezing output linux 6.4 and nvidia driver.
The 2nd netconsole log is with 6.4 and nouveau.

I had a cursory look at the log and didn't see any errors which would
indicate an issue in systemd.
From the log you posted, at around the same time of the upgrade you
also upgraded your kernel.
It's likely, that this is the real issue here.
Can you bump the log level to debug in init-top/udev, rebuild the
initramfs and post a more verbose log?
Maybe add a "set -x" while at it.
