Hello,

Would it possible to enable the password quality check feature?

If I understand the code, it's dynamically loaded at runtim, so no hard 
dependency on it(?)

There are two backends for this, it looks like libpwquality1 has more 
rdepends than libpasswdqc1

$ apt-cache rdepends libpwquality1
