Given the latest changes in procps, /etc/sysctl.d/99-sysctl.conf has
now become a dangling symlink on fresh installations:

procps (2:4.0.4-5) unstable; urgency=medium

...
  * Remove /etc/sysctl.conf as using /etc/sysctl.d/*.conf is better
...

Upgraded systems will continue to have an obsolete conffile named
/etc/sysctl.conf
