Control: reassign -1 ntpsec

Actually, I think it's better to just reassign the bug report and let 
Richard decide whether he closes it as wontfix or ships such an 
integration snippet.

Richard, if you are interested in shipping such a ntp-units.d snippet 
and you have further questions, please ask.
