Bug#1087808: systemd-ukify: should probably depend on systemd-boot-efi

Dear maintainers,

The systemd-ukify package mostly provides the ukify script which by
default uses efi stubs provided by systemd-boot-efi package in
/usr/lib/systemd/boot/efi. A --stub option is available to use an
alternative stub, but it is not even documented, so most users will just
need the stub from systemd-boot-efi package.

Therefore I believe that the systemd-ukify package needs to depend on
systemd-boot-efi package, or at the bare minimum it should be a
recommends.
