I tried to reproduce the problem and could not. I may have gotten 
confused by the behavior of #1065624 (a short-term fix there would be 
appreciated). Closing this issue, sorry for the noise.

PS: We have successfully migrated to using systemd-resolved in 
FreedomBox after a hiccup with unattended-upgrades.
