Bug#1085643: systemd: breaks who from coreutils due to disabled utmp support

Due to

  * Disable utmp support, not y2038 safe. utmp support in tmux has been
    disabled, so autopkgtest should no longer break

the "who" utility from the coreutils package no longer works
(it just returns nothing).

Until "who" supports wtmpdb, utmp support shouldn't be disabled yet.
