This is a result of:

- The i40e driver adding support for the devlink_port API
- udev adding the port number from the devlink_port API in the
  device name even though there is only port per PCI function

The kernel doesn't "support" any of these names; that's all done by
udev.  I'm reassigning this accordingly.
