During autopkgtest of apache2 I was hit a by start-limit-hit
I do not know
systemctl reset-failed service was needed and I think we could hit quite easilly the limit during maintainer script of install...
Could be possible to a flag and an environment variable (SYSTEMD_RESET_FAILED=yes) that is set before going to maint script ?
systemctl start --reset-failed will be also nice to have
