btw, thanks Aurelien for picking this up again before trixie.
The revert by Benjaming somehow went a bit unnoticed so it's good that 
we at least have the no-longer-create-the-file-on-installation bits in 
trixie.

Aurelien didn't like the flag file idea and mentioned this on IRC:
