Package: systemd-timesyncd

Dear Maintainer,

the systemd-timesyncd package currently unpacks the vendor-supplied
(debian-supplied) configuration file into /etc/systemd/timesyncd.conf

That is the wrong location for vendor-supplied files, those are meant to
go to /usr/lib/systemd/

The manpage for timesyncd.conf `man timesyncd.conf` (on debian sid)
confirms that vendor-supplied configuration files are not supposed to go
to /etc/systemd/

This applies to all systemd configuration files.

Please stop unpacking timesyncd.conf into /etc/systemd/ and instead
place it in /usr/lib/systemd/ so that the /etc/systemd/ location can be
used by the local system administrator for overriding vendor-supplied
configuration files.
