Dear Maintainer,

When I use set-locale, I encountered a problem.
~> localectl set-locale LANG=C.UTF-8
Failed to issue method call: Access denied

View the source, it was intentional.

But I think it's not good implementation. There is same problem which has a
more detailed explanation in Ubuntu, you can refer to it.

In the end, Ubuntu have fixed it.
