I think this is just a typo in d/control: s-b-tools has

Breaks: systemd-boot (<< 257.4-1~)
Replaces: systemd-boot (<< 257.4-1~)

but 257.4-1 is older than the introduction of s-b-tools, so both the 
Breaks and Replaces should probably say 257.4-2~ instead.
