I operate ~30 machines, most of them on Bookworm, and all of them using systemd-networkd *without* systemd-resolved. Please do not make systemd-networkd Depends on systemd-resolved, and don't remove it just because systemd-resolved is not available. systemd-networkd provides many benefits over other network-management tools beyond sending discovered DNS information to a resolver.
