That's a workaround to avoid issues with things like binmus causing the
binary and source versions to get out of sync. In 99.9999% of the cases
a binmu of src:systemd packages won't need the EFI binaries to be
rebuilt, as they are unaffected by things like userspace libraries,
python versions, and so on.
