Since systemd 251.4-2, the /etc/resolv.conf link has been a relative
symlink to /run.

Debian policy recommends absolute symbolic links when traversing between
top-level directories:

I see the maintainer script accepts both possibilities, was there a
reason for not going with the recommendation?
