Hi Lucas,

after debugging the issue on IRC with the user in question I've bumped the issue 
to RC since it prevents users with rootfs on LUKS from booting. This bump will 
stop users from upgrading to the buggy version if they also run apt-listchanges.

I noticed you were already aware of this bug [0], and that 259~rc1-1 nonetheless 
was uploaded a bit later [1]. Were you aware of it causing unbootable systems, 
and could you share a bit about the reasoning behind the timing?
