i dont think this is a good idea.

while it is fine for users to add such a line to local logcheck rules,
it isnt correct for debian packages to hide errors by shipping such
files. it definitely isnt right for logcheck-database to ship such a
rule --- it is highly unlikely that anyone will remember to remove it
when this message goes away

there is no valid reason (that anyone has ever stated in the ~20 bugs
about this) for systemd to ship 2 files asking for 2 different
permissions: one of the files in systemd should be patched to comment
out the line that conflicts. this would be much less work than adding a
new conffile that will later need to be deleted when this is fixed.
