systemd-firstboot --keymap not working with debian shipped keymaps

Hello,

tried using systemd-firstboot --keymap=us during a trixie image build. 
This fails with a message that the specified keymap is not installed.

I made sure all the required packages for keyboard setup are present ( 
kbd, console-setup, console-data, keyboard-configuration).

But it seems the <keymap>.kmap.gz files shipped with those packages are 
not recognized by localectl and systemd-firstboot.

Furthermore, the debian kbd package gets rid of all keymaps shipped by 
upstream kbd. After manually placing the upstream kbd keymaps, which are 
of type <keymap>.map, in /usr/share/keymaps both localectl and 
systemd-firstboot were able to load the keymaps.

Would it be appropriate to open a bug for this? If so for which package?
