Bug#1131312: systemd-ukify: please promote systemd-boot-efi to Depends

Dear developers,

systemd-ukify can't work without the EFI stub provided by systemd-boot-efi.

As per Debian Policy 7.2:

"The Depends field should be used if the depended-on package is required 
for the depending package to provide a significant amount of functionality."

systemd-boot-efi should be promoted to Depends, since systemd-ukify is 
unusable without it (i.e. on systems where Recommends are not installed 
by default).
