Hi,

Please drop the downstream patch I sent earlier.

I opened an upstream PR in systemd:

The upstream fix handles EPERM and EACCES on character and block device nodes when running in user namespaces, containers, or user runtime scope, so tmpfiles exits 0 instead of 73 without touching config files.

The previous patch is superseded.
