Unfortunately, I'm a relative newbie and I'm really not certain how to
apply this patch.

Hmmm... the day I updated to the latest version of initscripts, I also
updated sysv-rc (via apt). According to what I see, the latest version
of sysv-rc in sid is version 2.86.ds1-5.
