[Pkg-sysvinit-devel] dpatch in sysvinit

I notice that there are lots of patches in debian/patches that are
not Debian-specific.  Given that Miquel is upstream, can't we just
check such changes into svn so that they become part of the next
upstream release?  (We can continue keeping Debian-specific changes
in dpatch if that makes it easier to maintain a generic upstream.)
