work with a policy.

Hi,
>From the README.policy-rc.d:
Most Debian systems will not have this script as the need for a policy layer
is not very common. Most people using chroot jails just need an one-line
script which returns an exit status of 101 as the jailed
/usr/sbin/policy-rc.d script.
But when using that, it seems that running:
invoke-rc.d package status
always returns 0. This has as effect that I think the daemon is
running, even when it's not.
I see 2 solutions to this:
- Either invoke-rc.d should call the init script to check the
status, even when policy denied it.
- The documentation should be changed to have an example script
that works as expected.
