And when doing that, look at which priorities util-linux is updating the
system clock from the RTC *first*.

They're still being updated after a *lot* of stuff ran, which means our
early userspace is still broken if the kernel doesn't do the RTC->system
clock update itself (which it can only do in some arches, AND which will
only work if the RTC is in UTC).

The issue is not really fixed yet, although it is much better now.
