[Pkg-sysvinit-devel] Releasing 2.86.ds1-12 in ~8h unless someone speaks up

In about eight hours, I will freeze, tag and upload 2.86.ds1-12 to unstable
unless someone speaks up against it.

The S390 port asked for a high urgency upload for #351871, but given the
ammount of changes -12 has, I am not going to do it.  urgency=low it is.
